The carrier called on load and was told the driver would need 2 straps to secure his load. After the driver was completely loaded the driver told the shipper he only had the ability to use load bars and the shipper had to unload the driver's whole truck. When we asked the dispatcher about why he sent the driver in knowing he could only use load bars and did not even have straps he said oh I didn't know that.
